we should probably revisit the init_prior_sd function

The grid for mr.ash.alpha is on the scaled coefficients (b/sigma) not on b, so the
grid does not depend on the scale of y. I am assuming mr.ash also uses a scaled grid
for the prior. But the current init_prior_sd function
depends on the scale of y.
