phony target causes unnecessary rebuild of library #51

If the library is re-created, it triggers a unnecessary recompile in psyclone's psydata wrapper libraries. This (together with stfc/FortCL#15) avoids recompilation of psydata-wrapper libraries when an example is compiled.
I have a patch for this ready based on psyclone/external/dl_esm_inf - but the psyclone version seems to be quite different from master here ... am confused and will ask for help :)
