Create a proposal for donating Strimzi MCP to Strimzi organization

As we discussed on community call we should raise a proposal within Strimzi about donating Strimzi MCP to Strimzi organization. We should define there our expectations and requirements before we will submit proposal for discussion within Strimzi.
