Problematic behavior
When doc is public/readable read can't download attachements

Expected behavior/code
I should be able to download attachements. Meaning, on click I should get a menu like this one

Which I'm not getting.

Steps to Reproduce
Go to this doc https://docs.numerique.gouv.fr/docs/591dec51-35e2-44c8-b6c9-88c29862cc58/ try and download the attachement

• Docs version: 3.10
• Instance url: docs.numerique.gouv.fr
