Incorrect a11y invalid href attribute warning

Svelte says '#' is not a valid href attribute but VSCode says otherwise and thus the tooltip contradicts each other with a reference.

I think these two aren't conflicting, but the documentation/warning message regarding why it is discouraged probably could be improved. In most cases, href="#" isn't really being used as an anchor to the top of the document like vscode/mdn mentioned. But rather an "abuse" of the a tag to be a button. https://developer.mozilla.org/en-US/docs/Learn_web_development/Core/Accessibility/HTML#onclick_events
