Support Fedora 40 / 41

Description

Fedora 39 will be end of life Nov 26th, 2024, and we will need to start supporting Fedora 40 and 41.

• Update the GitHub.com/swiftlang/swift-docker
• Set up new CI jobs to build for Fedora 40 and 41.
