`Swift: Build All` build task does not need to wait for other build tasks to be fetched

Describe the bug
Fetching build tasks is not very fast, as I've reported in other issues like this one.
One easy thing to do would be to always show the Swift: Build All task regardless, and use a placeholder or something that says something like "Fetching more tasks".

Environment

• OS: [e.g. Ubuntu 20.04].
• Swift version (output of swift --version) 6.0 / 6.1 / 6.2 (current main)
• Visual Studio Code version:
• vscode-swift version: 1.11.4

Will leave it on the backlog but this may not be possible without some re-architecting. Folder needs to be loaded before we can provide tasks https://github.com/swiftlang/vscode-swift/blob/main/src/tasks/SwiftTaskProvider.ts#L372
