[Header Portal] Adjust microanimation for megamenu open/close

As by request from POW project team:

To adjust current microanimation for megamenu open/close to the following animation parameters (Parameter terms = Figma terms, might be different in code):

Open

• Animation: Dissolve
• Curve: Ease in
• Duration: 600ms

Close

• Animation: Dissolve
• Curve: Ease out
• Duration: 600ms

Find an animation example in the Figma prototype.

TODO:

• Clarify the behavior of the megadropdown for all devices
• Implement animations as requested using the Animation API with reusable animations
• Clean up CSS animation

Project team has requested a 2nd ideation where menu appears via a fading effect and has decided to go with this instead of the bouncing. Animation details updated in ticket description.
