no pointer events on tooltip

Not sure if this is intended behavior or not, but with the pointer events active on the tooltip it makes it hard to explore the data behind it (I wonder if even doing the tooltip with a lower background color opacity in addition to canceling pointer events would make it easier to know/explore data that the tooltip obscures.)
