Install all of the depencies, including developement, before building with the correct environnement

Following https://github.com/systemli/ansible-role-etherpad/issues/107 and https://github.com/ether/etherpad-lite/issues/7040 , we need to update the handlers to install all of the dependencies before building Etherpad so that the admin UI can be built, including production.
