Preflight is overriding utility classes in markup, I have to use important now?

After upgrading from v3 to v4, I've noticed that any styles defined in the preflight.css can't be overridden unless I set the utility classes as important. Is this by design or did I configure something incorrectly? I can add (!) to the styles, but it seems kind of trial and error to know which ones need them and which don't. I generally like the preflight and would like to keep it.

I'm using Vite with Laravel 11. If any more info would be helpful in debugging let me know.

Please consider providing a reproducible representative example, this certainly shouldn't be the case

Embarrassingly it was my fault. I created a fresh install and preflight worked as expected. Compared to my project and discovered that some filamentphp CSS files I had copied to the frontend for livewire forms were causing the issues. Commented those out and everything works fine.
