Create a configuration (file or variables) that maps labels, epics, and milestones that always should be applied together.

Get list of labels (group vs. repository)
Get list of milestones (group vs. repository)
Get list of epics (group)
Read confiuration
Iterate over issues (can this be shortened, e.g., open or since last run?) and configuration entries and add missing items
Add description to README
