Automatically create tickets what to do before and after vacation (e.g., absence notices or setting status)

Define keyword in recurrence exception that triggers absence notice
Define issue template name that will be created at start of absence
If vacation recurrence upcoming and template exists, create issue
Implement placeholders
Add description to README
Add template (e.g., see GitLab ticket) and adapt present exceptions
