Add an HTML comment to copy&paste non-ASCII characters

This was discussed by the editors in the context of #3861.

Pending Ecma's budget approval for custom TC39 keyboard with all the characters that we need, let's add an HTML comment at the beginning of the spec file like

to have an easy place where to copy&paste from while writing spec text.

We can also list the key chords for each major platform.

You can also just memorize the HTML entities and then run the formatter. That's what I do.

If Ecma buys us each one of these, I will print custom keycaps and configure them with all our fancy typography.

@ljharb Neat. You probably shouldn't include variation selector 16. I don't think people are manually adding that. They're just entering an emoji with their keyboard.

Updated; it now filters out characters like that, and shows keystrokes by auto-detected OS, and preserves OS choice and search query in the URL.
