Proposal: Support system-level config if user config is not set

Hi! 👋 First of all, thanks for building and maintaining chatz – it's a great project!

I suggest a small enhancement to the configuration logic that could improve flexibility, especially for system-wide installations.

Currently, chatz uses ~/.chatz.ini for configuration. I propose modifying the logic to:

1. Check for the user-level config file at ~/.chatz.ini first.
2. If it’s not found, fall back to a system-level config file at /etc/chatz.ini.

Why this could be helpful:

• Enables system-wide defaults when chatz is installed globally.
• Maintains full user-level control when ~/.chatz.ini is present.
• Follows a familiar pattern seen in many Unix-based tools.

Would love to hear your thoughts on this! I’d also be happy to contribute a PR if you think it aligns with the project's direction.
