Steps to reproduce

  1. Install Telegram on Ubuntu 24.04.01 LTS
  2. Set time format to 24-hour in Settings -> System -> Date & Time.
  3. Launch Telegram.

Expected behaviour

Time format in Telegram messages should be 24-hour.

Actual behaviour

Time format in Telegram messages is 12-hour.

2. Set time format to 24-hour in Settings -> System -> Date & Time.

It sets time format for the shell, not for entire system. For applications, time format is a part of the locale. You have to change locale to the one having a 24 hour format (e.g. C or United Kingdom).
