Steps to reproduce

1. Launch Telegram Desktop
2. Call another user, turn on video.
3. Talk for a few minutes.

Expected behaviour

The connection quality should be high.

Video and audio should not be interrupted during a call for a few seconds every 30-40 seconds.
Video quality should not drop to a terrible state.
Video should not freeze like a static picture.

Actual behaviour

Video and audio are interrupted during calls for a few seconds (5-10 seconds) every 30-40 seconds.
Video quality very often drops to a terrible state.
Video often freezes.
