Implement Chat Sorting by Rank for Telegram Groups

Is your feature request related to a problem?

Telegram does not allow custom sorting of chats, making it hard for group admins to prioritize important discussions. While pinning chats is an option, the five-pin limit poses a significant restriction for larger communities that require more organized chat structures.

Describe the solution you'd like

Introduce a feature that enables custom chat sorting by rank. This feature should allow admins to assign an order value to each chat, with the UI reflecting this sorted order for all group members.

Describe alternatives you've considered

Upscale amount pinning Chats: Currently, pinning is used to highlight important chats, but the limit of 5 pins makes it impractical for larger groups.
