Is your feature request related to a problem?

There is known problem with low quality screencasting on Telegram. If I increase bitrate, almost no one complains about video quality. There are guys on all platforms(tested Windows/Linux/Mac) experiencing this problem and making them choose other platform to communicate.

Audio and video content in voice chats on telegram could be a lot high quality if… Audio had higher bitrate and video had a couple of more fps. In third party client 64Gram Desktop there is such quality settings. But this client is discontinued, and I can not find any alternatives for Linux with this killer feature

Furthermore, you can add receive and send caps for voice chats to mitigate problems of slow internet users
