[Feature]: Add TiDB module

Problem

There is no existing module for TiDB for Go, but it exists for Java.

Solution

Adding module for TiDB.
The reference implementation looks quite simple - https://github.com/testcontainers/testcontainers-java/tree/main/modules/tidb

Benefit

Supports TiDB out of the box.

Alternatives

Alternative would be to use generic containers.
