CSTOOLS scriptability deploy command is no longer working as intended

I've been using the scriptability tool for deployments for a while now without any major issues. Since the recent 26.4 cl update I've been getting errors like this:

This seems to only effect guids that previously existed in the mapping file because net new development and deployments have been fine.

The log shows an error about the Roles API as well as a warning that the GUID for "ETQ Reports" already exists so it creates new (as opposed to overwrites). Was the previous behavior that it would overwrite the existing object?

Yes it would overwrite the object if it already exists in the guid mapper file. Which in this case 'ETQ Reports' does exist in the mapper file.
