figure out where to put config files

• openocd jtag and swd files
• avrdude config file
• perhaps simple spi and i2c scripts

i think we had the conversation 8 or 9 times on whether to put them in this repo or in a separate one. I think simple config files should go here, but scripts should go elsewhere.
