Not to self using send doesn't work

We are missing check in send if the recipient is the sender. If recipient ~= sender we should take the note-to-self path.

Note: it might actually work even now, if we send the sync message (but that is only in the case where sender has multiple devices). But we shouldn't send any data messages anyway - only sync
