Keybinding API

It would be nice to have an API to add keybinds with. Currently you have to do this manually and it risks breaking with a game update.

I have a fully functional and (imo) rather clean (could be a bit cleaner due to the number of ILHooks required, but the base implementation isn't very mod friendly in the first place) example of such an API here: https://gist.github.com/ChiefArug/733444625d42d29bf6f4494beac9e2d4.

I would be happy to PR it to shifter, however there are a couple of changes in the base game that would be nice and remove the need for a couple of hooks, including some that are probably planned as I see parts (GlobalData) marked as [Obsolete].
