Remove PM functionalities #1124

We can no longer send PMs from Toolbox because of shenanigans. #1125 started this, but we still need to clean up places that previously interacted with PMs (i.e. remove the PM options from removal reasons etc) and remove the API helper for sending messages outside modmail.
