add "state" to all datasets

Add the location_property state to all datasets, for eventual use by the AusTraits data portal.

The traits.build workflow does not attach a "location" to species-level trait values. Therefore, even if we were to add the state to all datasets, it doesn't get included for species-level trait values, including all values associated with a flora. I haven't come up with an easy fix for this, because I don't want to call information out of a state flora a "population level" trait value. We could very slightly tweak the traits.build workflow to attach location_id's to all measurements, even species-level ones, but unless state is specified there will be no location_properties attached to the location_id; there would have to be a location name added, but it could be information like "species range" or "NSW"
