User parzer to reformat lat/long data to right precision?

New package for parsing lat and longitude data

The package has functions that can handle both DDM and DMS format; plus it tells you if there is a weird coordinate value in your data. I think parzer is a safer option for converting coordinates from a large list (less room for mistakes than the measurement function discussed in traitecoevo/austraits.build#207).
