Change the Target initialization and status page to reflect changes to competition.

Motivation

We no longer need to match payloads to targets, so we can get rid of a lot of the configuration for payload initialization. For matching, we still need to keep the page, but modify it so that we attempt to hit unique targets, not match specific features of a target to a specific payload.
