Manually updated frozen Archives using a strategy like PR116 are missing CSS to style header. #261
Description
Our manual updates of Archives in the style of PR #116 are of course not rendered correctly until we merge.
We should push the CSS part to let them show up with the proper archive replacement notice header in the meantime.
