opening project from Explorer context menu, is not added to recent projects list

pretty sure it used to work sometime ago? or maybe not.

• if launch from explorer, and NO other launcher instance is running (probably gets added to list?)
• if launch from explorer, and other launcher instance IS running, should add project from IPC message
