Dang ... turns out this is Chrome’s Caret Browsing (accessibility feature), which is turned on/off by F7. |

@jeromelaban @MartinZikmund FYI, this is something you might want to look into
I recently experienced a blinking cursor on elements which are not meant for input - namely Border and Image. This is UNO 6.3 and UNO 6.4. I suspect this is caused by most recent Chrome updates. I don't remember having seen it with neither UNO 6.3 nor UNO 6.4. I haven't tested any other browser (engine).
Here is a sample; note the cursor next to the '+' (which is an image):

The actual HTML element is this (in C# code this is just simple Border):
For now I worked around by adding this to my index.html:
