gem does not respect http proxy variables

When running the federal_register gem, the API Client does not appear to respect the http proxy environment variables: http_proxy and https_proxy.

Proxy setup in my scenario is a Caddy2 proxy with the forwardproxy plugin enabled. I've attempted to set the http_proxy variables to the URL of our proxy and run the application without success.

This is a blocker for federal systems attempting to satisfy NIST 800-53 SC-7
