BLCC to E3 - recurring contract costs - annual rate of change is not being passed to E3 object

For recurring contract costs, the annual rate of change is not being passed to E3 object. This could either be a constant value or a non-constant value. Test using Federal Financed.

It is also not being passed in Replacement capital or OMR. It is being passed with Other monetary costs, but it breaks the results if you pass a non-constant value.

Edit: added a bug report for the non-constant value issue (#205). Upon initial look, it doesn't seem like it's an issue with the length of the array of value rate of change.
