For consistency Replace "annual rate of change" with "Value rate of change" component to give the user the capability to use non-constant rates of change. Note this is a change from BLCC 5.3, but I think it provides more consistency across costs and more flexibility to the user.

i like its current location, but it may need to move if expanding the non-constant value input table causes problems.

For discussion, if we are going to change to the more flexible input for these two should we replace it for all other costs with a value rate of change input (e.g., contract costs)?
