All Cost Pages - update "Initial Occurrence" component

Change the heading to "Initial Occurrence (from Service Date)"
change the component to be structured like Expected Lifetime component [x years] instead of [year x]

Fix on the following pages:
OMR Costs
Replacement Costs
Other Monetary Costs
Other Non-Monetary Costs
Contract Implementation
Recurring Contract

This change is related to the upload file issue #185 . The uploaded value should be correct if we make this change to the headings.

Note that for Contract Implementation, the component is "Occurrence". Should we just get rid of this component and use "Initial Occurrence" component instead for consistency and simplicity?
