Energy Emissions - Non-US should default to US Avg Emissions by fuel type

For non-US, you will not match ZIP to region for each fuel type. Instead always call on region = "US" for electricity and natural gas and PADD3 for fuel oil and propane/LPG.
I want to default to PADD3 because its the largest producing and exporting region. So the value is a good proxy.
