Energy Cost Page - Demand and Rebates - should start in first year of operation, not year 0

Using FEMP Energy example, I can see that Energy - Demand costs start in Year 0, but they should start the same year as the energy consumption costs. This issue relates to issue #94 . All the energy related costs should start the same year. I expect the same issue to be happening with Energy - Rebate, but I have not confirmed it yet.
