Pundit v2.3.2 is available on ruby gems

Hi! This release doesn't bring many new things, but:

• Released at RailsConf, from the hack day, thanks to the help of the participants!
• Released with the trusted publishing workflow.
• Has an important refactor in First pass of Pundit::Context #797, that I hope will make future fixes and changes easier to achieve.
