No NY_CH_FSS and NY_CL_FSS

In Vatspy.dat there is no NY_CL_FSS (https://nyartcc.org/position/NY_CL_FSS) and no NY_CH_FSS (https://nyartcc.org/position/NY_CH_FSS). I believe we should have them in ALIASES

There is no need to have them as aliases?
When logging onto NY_FSS, NY_CL_FSS, NY_CH_FSS, NY_ANYTHING_FSS will all trigger the same polygon.
