Fix Project Dependencies #4

Hello, I would like to propose some fixes to project dependencies declared in pyproject.toml.

Fix Incompatible Lowest Versions

This project relies on Python 3.10 (or above), but some dependencies don't support it.

• pandas: supported since 1.3.4
• numpy: supported since 1.21.3

Security Vulnerabilities

• fastapi: bump to 0.120.1 CVE-2025-62727
  • forced to use "starlette>=0.40.0,<0.49.0" prior to 0.120.1
• numpy: bump to 1.22.0 CVE-2021-34141
• python-multipart: bump to 0.0.22 CVE-2026-24486
• jinja2: bump to 3.1.6 CVE-2025-27516
