Merging the editor and viewer code would make it possible to toggle edit and view mode on either panel. They can default to the editor + viewer setup that currently exists.
A multi-stage implementation is possible, which can be staged over multiple releases.
This would possibly block #2037 since multi-document edit would be needed as well, unless we simply block edit mode in multi-view mode.
