Multilingual tabs enhancements

when using the builder with the multilingual option true, it sometimes feels a bit overwhelming/confusing to understand the difference between the language switcher and the languages tabs, it would be great if we could find a way to handle the following :

1. Making the language tabs less prominent in the builder editor view, and more prominent in the preview view as it's more relevant in the preview

2. Giving a stronger indication about the language switcher to inform the user about their effect in a minimal way (in addtion to the current tooltip
