Steps to reproduce

1. Create a Textarea
2. Input enough lines that the scroll bar appears
3. Bug happens

Expected Behavior

Would expect the top of the scroll bar to be visible

Actual Behavior

Top of the scroll bar doesn't appear

This happens right in the documentation as well.
