Public RUM Feature "Baseline" Matrix

Idea:

Public chart with details of all RUM-relevant features and where they are implemented across browsers.
* Where features are not implemented, links to tracking issues
* Where features are implemented, version that it was introduced

Maybe just as a Markdown table in this repo for now?
