This PR introduces the initial draft of our "Requirements and Use Cases" document. This is the first formal step toward defining the scope of our group's standardization efforts.
Purpose
Establish a baseline "Problem Statement" for the Verifiable Supply Chain CG.
Define our technical boundaries to avoid scope creep.
Provide a central document for community review and refinement.
