Consistency in headings styling

Can we make the headings capitalization consistent?

The styling of headings helps users understand the document hierarchy visually.

I'm providing the Table of Contents (TOC) to provide the overview, but the recommended changes should occur in the actual headings, so they are populated in the TOC.
