Moved IPv4Address out from under NetworkAddress.

It's now a standalone version of NetworkAddress, a peer.  And it's just awkward having to write `NetworkAddress.IPv4Address` everywhere (it was more excusable when it was nominally just a view over the NetworkAddress, but no longer).
