Flight phase timers

Since flight phase relies on a time-based transition for most of the states, we need the durations of the boost phase, coast phase, and any additional "lockout" phase that has been proposed. We can use arbitrary numbers for testing but these need to be as accurate as possible when we actually go to launch (will pull these from openrocket)
