WooCommerce have recently released a Bulk Discount add-on for Bundled Products: https://wordpress.org/plugins/product-bundles-bulk-discounts-for-woocommerce/

If this plugin is compatible with the WC REST API it would be a natural choice to support Bulk Discount rules, eg:

6 - 9 | 10
10 + | 15
