The Readiness markers is visible throughout the site, but blocks the view when we are reading the site from a mobile device.

Objectives

Improve to show the readiness markers in a less obtrusive way for various browsers and viewports
Ensure it displays well, without the current "flickering" issue when we scroll with Google Chrome/WebKit
